President Javier Milei signed Decree 866/2025, which introduces substantial modifications to the organizational structure of the National Public Administration, with the objective of "optimizing government management," confirmed by the Argentine News Agency (NA). The norm, published this Monday in the Official Gazette, modifies Decree 50/2019 and adapts the structure of several dependencies of the National Executive Branch following changes introduced by Decrees 658/25, 793/25, and 825/25 to Law No. 22.520 on Ministries.
Abolition of the Secretariat of Communication and Media One of the central points of the decree is the elimination of the Secretariat of Communication and Media as a dependency of the Chief of Staff of the Nation. Its functions have been absorbed by the new Secretariat of Communication and Press, which will now operate within the orbit of the Chief of Staff of Ministers, led by Manuel Adorni. This secretariat will be in charge of the National State's communication policy, relations with public media, and the administration of companies such as Radio y Televisión Argentina S.E., Contenidos Públicos S.E., and the State Advertising Agency S.A.U.
New Structure of the Chief of Staff of Ministers The Chief of Staff of Ministers is now composed of six secretariats: Legal and Administrative Coordination, Strategic Affairs, Executive, Innovation, Science and Technology, Tourism and Environment, and Communication and Press. The Secretariat of Tourism and Environment absorbs the areas of tourism and environment that previously depended on the Ministry of the Interior, with the exception of the Undersecretariat of Sports. The transfer includes "organizational units, assets, staffing, personnel with their respective positions levels, supplements and status, and budgetary credits," as established in Article 21 of the decree.
Reorganization of the Ministry of the Interior The Ministry of the Interior, led by Diego César Santilli, is structured with three secretariats: Legal and Administrative Coordination, Interior, and Provinces and Municipalities. A significant novelty is the creation of the Undersecretariat of the National Institute of Indigenous Affairs within the Secretariat of the Interior. The decree establishes that the National Institute of Indigenous Affairs (INAI) is transformed into an organizational unit incorporated into the Chief of Staff of Ministers, as provided for in Decree 438/25. The Undersecretariat of Sports remains in the Ministry of the Interior and maintains its functions related to sports promotion, coordination with ENARD, the Argentine Olympic Committee, and the Argentine Paralympic Committee.
Changes in the Ministry of Economy The Ministry of Economy, led by Luis Andrés Caputo, incorporates the new Secretariat of Nuclear Affairs with two undersecretariats: Nuclear Technology Applications and Nuclear Policies. This secretariat will have competence in "the definition of nuclear policy in all matters related to the peaceful uses of nuclear energy or radioactive sources, the fuel cycle, radioactive waste management, and the development and research of nuclear activity." It will also exercise the tutelage control of the National Atomic Energy Commission (CNEA) and participate in policies related to the exploitation of "rare earths" and nuclear minerals.
Modifications in the Secretariat of Energy The Secretariat of Energy updates its objectives and those of the Undersecretariat of Electricity, with an emphasis on renewable energies, energy efficiency, electromobility, biofuels, and hydrogen. The body maintains the tutelage control of ENRE, ENARGAS, and UESTEE, and will participate in the application of the Regime of Incentive for Large Investments (RIGI) established by Law No. 27.742.
Ministry of Health The Ministry of Health, headed by Mario Iván Lugones, reorganizes its Secretariat of Administrative Management with the formal incorporation of two undersecretariats: Administrative Coordination and Legal.
Ministry of National Security The decree incorporates a new objective for the Secretariat of National Security of the ministry led by Alejandra Susana Monteoliva: "To participate, within its scope of competence, within the framework of Law No. 26.165 on General Recognition and Protection of the Refugee."
Effectiveness and Transition The measure entered into force on the day of its issuance, December 6, 2025. The decree establishes that structural openings at a level lower than undersecretariat will remain in force until the reorganization is completed.
The expenditures of the affected areas will be covered with the budgetary credits provided for in the involved jurisdictions until the corresponding adjustments are made. The decree is signed by President Milei and the ministers Adorni, Santilli, Caputo, Lugones, and Monteoliva.
